Culture can be defined as the arts as well as the intangible shared beliefs, values, and practices of a community.

The importance of social and cultural activities in an educational institution is preparing the students to face the real life and strengthening their personal skills. Cultural activities not only help students to identify themselves with the college but also assist students to develop themselves in a desired field and also improve their skills such as organizational, presentation, leadership and interpersonal communication. As social and cultural activities are of paramount importance, the BCREC encourages all extra−curricular activities of the students that conforms with the educational and holistic development of the students. The cultural fest of BCREC "ZEAL" is held for two days every year. But this year it was not possible for the students to organize it in physical mode owing to the pandemic related government regulations. But our students of unflinching courage and conviction organised it virtually on 3rd and 4th July, 2021. The 3rd of July was the day for the performance of the students. A great number of students performed online and a famous Bengali Rock Band singer Rupam Islam performed on 4th July virtually and mesmerized all with his voice and music.

Technical Fest is an essential part of Dr. B. C. Roy Engineering College. It provides a platform for young brains to showcase their innovative ideas and compete with their peers. These technical events are an example of fun and learning where spectacular ideas are displayed, and students learn and feel inspired which enhances their self-confidence too. Though this year Covid − 19 pandemic came in the way of "HORIZON", students with their indomitable spirit defeated the situation by organizing online Tech Fest. It was organized on 7th and 8th of July 2021. A large number of students presented their innovations on a virtual platform.
